EUCENTRE, the European Centre for Training and Research in Earthquake Engineering (sited in Pavia, Italy) is a multidisciplinary infrastructure that develops, applies and disseminates advanced methods and technologies for seismic risk mitigation. Its founding members are the Italian National Civil Protection Department (DPC), the Italian Institute for Geophysics and Volcanology (INGV), the University of Pavia, and the University Institute for Advanced Studies of Pavia. The mission of EUCENTRE is thus (i) to carry out applied research in the fields of earthquake engineering, earthquake geotechnical engineering, engineering seismology and applied geophysics, (ii) to contribute to the drafting of national seismic design regulations and guidelines, (iii) to support local agencies and planning organisations in the implementation of seismic risk mitigation measures, (iv) to promote education/training programmes for students and practitioners, and (v) disseminate information and technology through technical publications and workshops. The EUCENTRE is composed of several Sections, one of which being the Telecommunications and Remote Sensing. This Section provides expertise for activities related to the design and realization of communication and information technology. In particular, the focus is on reliable and quick response system for crisis management. In this context, the EUCENTRE has developed, in cooperation with the INGV and in the framework of the 7FP Copernicus Fast Track Project named "FP7-SAFER" (www.emergencyresponse.eu) the mapping product BASeDaLe (Block-Aggregated Seismic Damage Level) capable of providing an urban-blockaggregated first estimate of seismic damage based on a post-event spaceborne radar and (optionally) optical acquisition. The product has been operationally tested and scientifically
assessed and was qualified to the official FP7-SAFER Service Portfolio.
